- Co-ordinate motor transport and to ensure optimal utilization of 700+ fleet at all times.
- Development, implementation and ensure compliance to the Transport Circular No. 4 of 2000. Transport Circular No. 5 of 2003, GDE Transport Circulars and Memoranda, PFMA, PSR, PSA, etc.
- Ensured the development of Asset Register for both g-FleeT (GG cars) and all Subsidized vehicles in the Gauteng Department of Education
- Developed a case register for matters that must be resolved by the Directorate on behalf of departmental officials and ensure the capturing, investigation and resolving of transactional queries involving external Stakeholders and Service Providers
- Exercise control over the maintenance of and expenditure involved in the use of motor and other transport (hired cars from private service providers, subsidized vehicles, official travel claims, etc.). Investigate all alleged inflated official travel claims that are submitted by officials province-wide
- Regular auditing of vehicles against the transport needs of the GDE to ensure availability in the event of impromptu projects (planning)
- Intermittent awareness drives with internal clients (govt. officials) to ensure maximum utilization of government-owned vehicles to fulfil the departmental mandate on a consistent optimum
- Ensure the development of business processes (process flow) for operational effectiveness and ownership
- Analyse the expenditure patterns in the utilization of government-owned vehicles to realize value for money by redirecting resources to prioritized programmes of the department to continuously instil a culture of efficient & effective financial management in fleet.
- Ensure the proper completion and regular scrutiny of all records and returns concerning transport - an important element of this function is the Vehicle Asset Register of all vehicles in the department.
- Ensure that weekly, monthly and quarterly operational reports for the province are submitted to the Director prior to the due dates including an accurate and reliable system of monthly expense reporting
- Ensure that all vehicle accidents are reported as per policy and forwarded to Risk Management for further internal investigations should the need arise. Classify accidents as they are reported, and investigate in collaboration with the relevant authorities, negligence dealt with where suspected.
- Regularly developed policies on the management of official travel claims for all personnel including SMS in line with GDE cost containment measures and SARS guidelines.
- Co-ordinate the purchase of subsidized vehicles for qualifying departmental officials in consultation with the approved Financial Services providers or Banks and that the physical verification of these vehicles is conducted on the delivery date.
- Regular engagement with the various Original Equipment Manufacturers (OEMs) in the Republic, including those that import their vehicles
- Act as Chairperson of the Provincial Subsidized Transport Forum and attend monthly meetings with all stakeholders, Mmela Financial Services, Kgwerano Financial Services, Commercial Banks, other Government Departments including National, g-FleeT, Officials in the Department, etc.
- Co-ordinate the biannual auditing of all departmental vehicles through verification, analysing the petrol statements, the actual travel itinerary compared to the actual travelling for that specific period, etc.
- Create awareness to curb misuse and abuse by users to ensure compliance to all transport policies and developments in the laws of the road in the Republic. Ensure traffic fines incurred by allocated drivers are re-routed to the responsible official at the time of the vehicle utilization.
- Verification of residential premises of GDE officials who utilize government-owned vehicles overnight thereby ensuring the safekeeping of these government-owned assets according to the PFMA and policy.
- Act as the Change Champion during the implementation of the relocation project of 1800 Head Office employees (change management)
- Lead the process of filling of vacancies in the Directorate and identify any capacity gaps that may pose a challenge/threat.
- Manage the unit’s operational budget in line with the PFMA and directly supervise a team of 14 Transport officers at Head Office and 15 Transport Officers at District Offices indirectly.
